Heat oil in a large pot over medium heat. Add onion, garlic, red bell pepper, carrot, and celery. Cook until vegetables are softened, about 5 minutes.

Add kidney beans, black beans, diced tomatoes, vegetable broth, chilli powder, cumin, paprika, oregano, salt, and black pepper. Bring to a boil, then reduce heat and simmer for 20 minutes.

Remove from heat and let the soup rest for 5 minutes.
