  1. In a large bowl, mix the all-purpose flour and water to make a smooth dough. Let it rest for 10 minutes.
  2. Meanwhile, finely chop the cabbage, carrots, mushrooms, green onions, garlic, and ginger.
  3. Heat a tablespoon of oil in a pan and sauté the garlic and ginger until fragrant.
  4. Add the chopped vegetables and cook until they are slightly softened.
  5. Season the filling with soy sauce, sesame oil, salt, and black pepper. Mix well.
  6. Divide the dough into small portions and roll each portion into a thin circle.
  7. Place a spoonful of the vegetable filling in the center of each dough circle.
  8. Fold the dough in half and pinch the edges to seal the dumplings.
  9. Arrange the dumplings in a steamer basket and steam for about 15 minutes.
  10. Serve the vegetarian steamed dumplings hot with soy sauce for dipping.
