Grate the zucchini and carrot. Squeeze out any excess moisture.

In a large bowl, combine the grated zucchini, carrot, cornmeal, all-purpose flour, baking powder, salt, black pepper, paprika, chopped parsley, chopped scallions, and water. Mix well.

Heat vegetable oil in a frying pan over medium heat.

Drop spoonfuls of the vegetable mixture into the hot oil and flatten slightly with the back of the spoon.

Cook for 2-3 minutes on each side, until golden brown.

Remove from the pan and drain on paper towels.

Serve hot as an appetizer or snack.
