In a large pot, heat some oil over medium heat. Add the onion, bell pepper, celery, and garlic. Sauté until the vegetables are tender.

Add the black-eyed peas, brown rice, vegetable broth, Cajun seasoning, thyme, bay leaf, salt, and black pepper to the pot. Stir well.

Bring the mixture to a boil, then reduce the heat to low. Cover the pot and let it simmer for about 40 minutes, or until the rice and peas are cooked.

Remove the bay leaf and stir in the green onions, parsley, and hot sauce.
