Heat olive oil in a pan over medium heat.

Add onion and garlic, and sauté until translucent.

Add ground beef and cook until browned.

Add tomato, red bell pepper, cumin, paprika, salt, and black pepper. Cook for another 5 minutes.

Remove from heat and let it cool slightly.

Place a spoonful of the beef mixture onto each lettuce leaf.

Garnish with fresh parsley and serve with lemon wedges.
