  1. Boil the new potatoes until tender. Drain and set aside.
  2. Heat vegetable oil in a pan and sauté the onion and bell pepper until softened.
  3. Add the pineapple chunks, tomato ketchup, white vinegar, sugar, salt, and water to the pan. Stir well.
  4. In a small bowl, mix cornstarch with a little water to make a slurry. Add the slurry to the pan and cook until the sauce thickens.
  5. Add the boiled new potatoes to the pan and toss to coat them in the sweet and sour sauce.
  6. Cook for another 5 minutes, stirring occasionally.
  7. Garnish with chopped spring onion and serve hot.
