In a large saucepan, heat the vegetable oil over medium heat. Add the onions and cook until transparent, stirring occasionally (about 10 minutes).

Sprinkle the flour over the onions and cook for an additional 2 minutes, stirring constantly.

Gradually whisk in the water, making sure to remove any lumps.

Stir in the remaining ingredients (white sugar, tomato paste, apple cider vinegar, kosher salt, ground cumin, ground paprika, ground chili powder, ground turmeric, and cayenne pepper).

Bring the mixture to a boil, then reduce the heat to low and simmer for 30 minutes, stirring occasionally.

Remove from heat and let cool slightly.

Serve the onion sauce warm over hot dogs.
