  1. Rinse the rice and beans separately.
  2. In a large pot, heat the vegetable oil over medium heat.
  3. Add the onion, garlic, thyme, and Scotch bonnet pepper. Sauté until the onion is translucent.
  4. Add the rice and stir to coat it with the oil.
  5. Add the beans, coconut milk, salt, and black pepper. Stir well.
  6. Add enough water to cover the rice and beans by about an inch.
  7. Bring the mixture to a boil, then reduce the heat to low and cover the pot.
  8. Simmer for about 30 minutes, or until the rice and beans are cooked and tender.
  9. Remove the pot from the heat and let it rest for 10 minutes.
  10. Fluff the rice with a fork and garnish with chopped green onion and parsley.
  11. Serve hot and enjoy!
