Rinse quinoa under cold water and soak for 15 minutes. Heat oil in a pan and add cumin seeds, bay leaf, cinnamon stick, cloves, and cardamom pods. Add sliced onions and sauté until golden brown. Add ginger-garlic paste, green chilies, and sauté for a minute. Add chopped tomatoes and cook until they turn soft. Add turmeric powder, red chili powder, and biryani masala powder. Mix well. Add mixed vegetables, soaked quinoa, water, and salt. Cover and cook for 15 minutes or until quinoa is cooked and vegetables are tender. In a separate pan, heat oil and fry cashews and raisins until golden brown. Add fried cashews, raisins, coriander leaves, and mint leaves to the cooked quinoa. Mix well and let it rest for 10 minutes. Serve hot and enjoy!
