Add the canned corn kernels, chopped red bell pepper, and chopped green onions to the bowl, and stir until well combined.

Gradually add the non-dairy milk to the mixture, stirring continuously, until a thick batter forms.

Heat vegetable oil in a skillet over medium heat.

Drop spoonfuls of the batter into the hot oil and flatten them slightly with the back of a spoon.
