  3. In another bowl, combine sweetened condensed milk, lemon zest, and lemon juice. Spread the lemon mixture evenly over the cream cheese layer.
  4. In a small bowl, dissolve lime jello in boiling water. Stir in cold water. Allow the jello mixture to cool slightly, then pour it evenly over the lemon layer. Refrigerate for at least 3 hours or until set.
  5. Before serving, top with whipped cream and garnish with lime slices.
