Shred the green and red cabbage, carrots, green and red bell peppers, and onion.

In a large bowl, mix together the shredded vegetables.

In a separate bowl, whisk together the white sugar, celery seed, white vinegar, olive oil, salt, and black pepper.

Pour the dressing over the vegetables and toss to coat.

Cover the bowl and let the coleslaw marinate in the refrigerator for at least 2 hours.
