Rinse and soak the black-eyed peas overnight.

In a large pot, heat olive oil over medium heat. Add onion, bell pepper, celery, and garlic. Saute until vegetables are tender.

Add soaked black-eyed peas, bay leaf, thyme, smoked paprika, cayenne pepper, salt, and black pepper to the pot. Stir well.

Add enough water to cover the peas by at least 2 inches. Bring to a boil, then reduce heat and simmer for 30-40 minutes, or until the peas are tender.

While the peas are cooking, cook the rice according to package instructions.

Once the peas are tender, remove the bay leaf and stir in cooked rice. Cook for an additional 5 minutes.

Serve hot, garnished with chopped green onions and parsley.
