Rinse the black-eyed peas and soak them overnight.

In a large pot, heat some oil and sauté the onion, bell pepper, celery, and garlic until softened.

Add the soaked black-eyed peas, vegetable broth, bay leaf, thyme, paprika, cayenne pepper, salt, and black pepper to the pot.

Bring the mixture to a boil, then reduce the heat and let it simmer for about 30 minutes or until the black-eyed peas are tender.

While the peas are cooking, cook the rice according to package instructions.

Once the peas are tender, remove the bay leaf and stir in the cooked rice.

Let the mixture rest for 5 minutes.

Serve hot, garnished with chopped green onions, parsley, and a drizzle of hot sauce.
