In a large pot, combine black-eyed peas, onion, celery, bell pepper, garlic, thyme, bay leaf, and smoked ham hock. Add vegetable broth and bring to a boil.

Reduce heat to low and simmer for 30 minutes, or until black-eyed peas are tender.

Remove the ham hock from the pot and shred the meat. Discard the bone and return the meat to the pot.

Stir in rice, salt, and black pepper. Cover and simmer for an additional 15 minutes, or until rice is cooked.

Remove from heat and let the soup rest for 10 minutes.

Serve hot, garnished with chopped green onions and a dash of hot sauce.
