  2. In a baking dish, roast the red chili peppers and garlic cloves for 15 minutes.
  3. Remove the peppers and garlic from the oven and let them cool.
  4. Remove the stems and seeds from the peppers.
  5. In a mortar and pestle, grind the caraway seeds, coriander seeds, and cumin seeds.
  6. In a blender, combine the roasted peppers, garlic, ground spices, olive oil, tomato paste, lemon juice, salt, and water. Blend until smooth.
  7. Transfer the harissa to a jar and let it rest for 10 minutes before using.
