  1. Trim the ends of the green beans and cut them into 2-inch pieces.
  2. Slice the red bell pepper and green chiles into thin strips.
  3. Mince the garlic and ginger.
  4. In a small bowl, whisk together soy sauce, sesame oil, cornstarch, salt, and black pepper.
  5. Heat vegetable oil in a wok or large skillet over high heat.
  6. Add garlic and ginger, and stir-fry for 30 seconds.
  7. Add green beans and stir-fry for 3-4 minutes until crisp-tender.
  8. Add red bell pepper and green chiles, and stir-fry for another 2 minutes.
  9. Pour the sauce mixture over the vegetables and stir-fry for 1-2 minutes until the sauce thickens.
  10. Remove from heat and serve hot.
