Dry roast cumin seeds, coriander seeds, black peppercorns, cardamom pods, cinnamon stick, cloves, nutmeg, bay leaves, dried red chilies, fennel seeds, and star anise in a pan until fragrant.

In a separate pan, heat oil and sauté ginger, garlic, and onion until golden brown.
