  2. In a mixing bowl, combine the all-purpose flour, cocoa powder, baking powder, and salt.
  3. In a separate bowl, whisk together the vegetable oil, maple syrup, and vanilla extract.
  4. Gradually add the wet ingredients to the dry ingredients and mix until well combined.
  5. Fold in the chocolate chips.
