Cook the Lo Mein noodles according to the package instructions. Drain and set aside.

Heat vegetable oil in a large skillet or wok over medium heat. Add minced garlic and ginger, and sauté for 1 minute.

Add sliced carrot, bell pepper, cabbage, and snow peas to the skillet. Stir-fry for 3-4 minutes, or until the vegetables are tender-crisp.

In a small bowl, whisk together soy sauce and sesame oil. Pour the sauce over the vegetables and stir to combine.

Add cooked Lo Mein noodles to the skillet and toss to coat them in the sauce and vegetables.
