Rinse the vine leaves and blanch them in boiling water for a few seconds. Drain and set aside.

In a large bowl, mix together the rice, finely chopped onion, minced garlic cloves, diced tomatoes, diced green and red bell peppers, chopped parsley and mint leaves, olive oil, lemon juice, salt, black pepper, and cumin.

Take one vine leaf, place a spoonful of the rice mixture in the center, and fold the sides of the leaf over the stuffing. Roll the leaf tightly to form a small cylindrical shape. Repeat with the remaining vine leaves and rice mixture.

Place the dolma dalya in a large pot and add enough water to cover them. Bring to a boil, then reduce the heat and simmer for 30 minutes.

Remove the dolma dalya from the pot and let them rest for 10 minutes before serving.

Serve the dolma dalya hot, garnished with fresh mint leaves and a drizzle of olive oil if desired.
