Rinse the black-eyed peas and soak them overnight.

In a large pot, sauté the onion, bell pepper, celery, and garlic until softened.

Add the soaked black-eyed peas, diced tomatoes, vegetable broth, bay leaf, thyme, paprika, cayenne pepper, salt, and black pepper to the pot.

Bring to a boil, then reduce heat and simmer for about 1 hour, or until the peas are tender.

Remove the bay leaf and stir in the chopped green onions and parsley.

Let the dish rest for 10 minutes before serving.
