Heat olive oil in a large pot over medium heat. Add onion and garlic and sauté until onion is translucent, about 5 minutes. Add broccoli and cook for another 5 minutes. Add rice, vegetable broth, coconut milk, salt, and pepper. Bring to a boil, then reduce heat and simmer for 20-25 minutes, until rice and broccoli are tender. Use an immersion blender or transfer the soup to a blender and blend until smooth. Serve hot and enjoy!
