In a food processor, pulse the black-eyed peas until coarsely ground.

In a large bowl, combine the ground black-eyed peas, all-purpose flour, green onions, minced garlic, minced jalapeno pepper, salt, black pepper, and baking powder. Mix well.

Heat vegetable oil in a large skillet over medium-high heat.

Drop spoonfuls of the black-eyed pea mixture into the hot oil and flatten with the back of a spoon. Cook until golden brown, about 2-3 minutes per side.

Remove the fritters from the skillet and drain on paper towels.
