In a large pot, heat olive oil over medium heat. Add onion, carrot, celery, and garlic. Cook until vegetables are softened, about 5 minutes.

Add tomato paste, dried thyme, bay leaf, salt, and black pepper. Stir well.

Add barley, cannellini beans, and vegetable broth. Bring to a boil, then reduce heat and simmer for 45 minutes, or until barley is tender.
