  1. Rinse the pearl barley under cold water and drain.
  2. In a large pot, heat olive oil over medium heat. Add the onion and garlic and sauté until softened.
  3. Add the carrot, celery, and red bell pepper to the pot and cook for another 5 minutes.
  4. Stir in the tomato paste, diced tomatoes, dried thyme, dried rosemary, salt, and black pepper.
  5. Add the pearl barley and vegetable broth to the pot. Bring to a boil, then reduce heat and simmer for 45 minutes, or until the barley is tender.
  6. Stir in the spinach, parsley, and lemon juice. Cook for an additional 5 minutes.
  7. Remove from heat and let the ragout rest for 10 minutes before serving.
  8. Serve hot and enjoy!
