Peel the plantains and mash them in a large bowl.

In a separate bowl, mix the flour, baking powder, salt, and black pepper.

Add the flour mixture, chopped onion, and cilantro to the mashed plantains. Mix well.

Gradually add water to the mixture until it forms a thick batter.

Heat vegetable oil in a frying pan over medium heat.

Drop spoonfuls of the batter into the hot oil and flatten them slightly with the back of the spoon.

Fry the fritters for about 2-3 minutes on each side, until golden brown.

Remove the fritters from the pan and place them on a paper towel to drain excess oil.
