In a large skillet, heat olive oil over medium heat. Add onion, garlic, and bell pepper. Cook until softened, about 5 minutes.

Add cumin, chili powder, salt, and black pepper. Stir well.

Add black beans and diced tomatoes. Stir to combine.

Transfer the mixture to a baking dish.

Bake in the preheated oven for 45 minutes.

Remove from the oven and let it rest for 10 minutes.
