Place bulgur in a bowl and cover with cold water. Let it soak for 20 minutes.

Meanwhile, chop tomatoes, cucumber, parsley, mint leaves, and green onions.

Drain the soaked bulgur and squeeze out any excess water.

In a large mixing bowl, combine the bulgur, chopped vegetables, lemon juice, olive oil, salt, and black pepper.

Mix well until all the ingredients are evenly distributed.
