Place the bulgur in a bowl and cover with water. Let it soak for 10 minutes.

Drain the bulgur and squeeze out any excess water.

In a large bowl, combine the bulgur, parsley, mint, tomatoes, cucumber, and green onions.

In a small bowl, whisk together the lemon juice, olive oil, salt, and black pepper.

Pour the dressing over the salad and toss to combine.
