In a large bowl, combine the okara, tofu, breadcrumbs, flour, egg, soy sauce, garlic powder, onion powder, salt, and black pepper. Mix well until all ingredients are evenly incorporated.

Shape the mixture into small nugget shapes and place them on a baking sheet.

Heat vegetable oil in a frying pan over medium heat. Fry the nuggets until golden brown on all sides.

Alternatively, you can also bake the nuggets in a preheated oven at 375°F (190°C) for 15-20 minutes.
