Rinse the quinoa under cold water. Heat olive oil in a large skillet over medium heat. Add chopped onion and minced garlic, and sauté until translucent. Add the rinsed quinoa and stir to coat with the oil. Pour in vegetable broth, salt, and black pepper. Bring to a boil. Reduce heat, cover, and simmer for about 15 minutes or until the quinoa is tender and the liquid is absorbed. Meanwhile, chop the chard leaves and stems. After the quinoa is cooked, stir in the chopped chard. Cover the skillet and let it rest for 5 minutes. Drizzle with lemon juice before serving.
