Boil the potatoes until tender. Drain and let cool.

Blanch the green beans in boiling water for 3 minutes. Drain and transfer to ice water to stop the cooking process. Drain again.

In a small bowl, prepare the nori tartare by finely chopping the nori sheets.

In a large bowl, combine the potatoes, green beans, red onion, dill, lemon juice, olive oil, salt, and black pepper. Toss gently to mix everything together.
