Rinse the basmati rice under cold water until the water runs clear.

In a large saucepan, heat the olive oil over medium heat. Add the onion and garlic, and cook until softened.

Add the rice to the saucepan and stir to coat it with the oil. Cook for 2-3 minutes.

Pour in the vegetable broth, lemon zest, lemon juice, salt, and black pepper. Stir well.

Bring the mixture to a boil, then reduce the heat to low. Cover the saucepan and simmer for 15-20 minutes, or until the rice is tender and the liquid is absorbed.

Remove the saucepan from the heat and let it rest for 5 minutes.

Fluff the rice with a fork and garnish with fresh parsley.
