In a large pot, combine black-eyed peas, vegetable broth, chopped onion, celery, carrot, garlic, thyme, and bay leaf. Bring to a boil and then reduce heat to simmer for 30 minutes.

Add rice, salt, and black pepper to the pot. Continue to simmer for another 15 minutes or until the rice is cooked.

Remove the bay leaf and stir in chopped green onions.

Serve hot with a dash of hot sauce on top.
