Heat oil in a large pot over medium heat. Add the chopped onion and minced garlic, sauté until onion becomes translucent.

Add the diced carrots, potatoes, and red bell pepper. Cook for 5 minutes.

Stir in the tomato paste, vegetable broth, mixed beans, paprika, caraway seeds, bay leaves, salt, and black pepper. Bring to a boil.

Reduce heat to low, cover the pot, and simmer for 1 hour, stirring occasionally.

Remove the bay leaves. Serve the goulash hot, garnished with fresh parsley.
