Rinse the black beans and soak them overnight.

In a large pot, heat olive oil over medium heat.

Add chopped onion, green bell pepper, and minced garlic. Sauté until softened.

Add cumin powder, dried oregano, bay leaf, and salt. Stir well.

Drain the soaked black beans and add them to the pot.

Pour in water and bring to a boil.

Reduce heat to low, cover, and simmer for about 1 hour or until the beans are tender.

Remove the bay leaf and serve hot.
