Heat oil in a pan and add chopped onions, garlic, ginger, and green chilies. Saute until onions turn translucent.

Add chopped cabbage, carrots, and bell peppers. Stir-fry for 5 minutes.

In a separate bowl, mix tomato paste, soy sauce, vinegar, sugar, salt, and water.

Add the sauce mixture to the pan and cook for another 10 minutes.

Serve hot with rice or noodles.
