  1. Rinse the basmati rice under cold water until the water runs clear.
  2. Heat vegetable oil in a large pan over medium heat.
  3. Add chopped onions and sauté until golden brown.
  4. Add minced garlic, grated ginger, cinnamon stick, crushed cardamom pods, and salt. Cook for 1 minute.
  5. Add the rinsed basmati rice and sauté for 2 minutes, until lightly toasted.
  6. Add water and bring to a boil.
  7. Reduce heat, cover the pan, and simmer for 15 minutes, until the rice is cooked and the liquid is absorbed.
  8. In a separate pan, sauté the frozen mixed vegetables until tender.
  9. Fluff the cooked rice with a fork, then gently stir in the sautéed vegetables, chopped cashews, golden raisins, chopped cilantro, and lemon juice.
  10. Cover the pan and let the rice pilaf rest for 5 minutes before serving.
