  1. Preheat the oven to 400°F (200°C).
  2. Wash and scrub the potatoes.
  3. Cut slits into the potatoes, about 1/8 inch apart, without cutting all the way through.
  4. In a small bowl, mix together olive oil, salt, black pepper, garlic powder, and paprika.
  5. Brush the potatoes with the olive oil mixture, making sure to get in between the slits.
  6. Place the potatoes on a baking sheet and bake for 50-60 minutes, or until the potatoes are tender and crispy on the outside.
  7. Remove from the oven and let them rest for 5 minutes.
  8. Serve hot with sour cream and sprinkle with chives.
