Preheat the oven to 350°F (175°C).

In a large pot, add the navy beans and cover with water. Bring to a boil and let it simmer for 10 minutes. Remove from heat and let it soak for 1 hour.

Drain the beans and transfer them to a baking dish.

In a skillet, sauté the onion and garlic until translucent.

In a bowl, mix together ketchup, molasses, mustard, brown sugar, Worcestershire sauce, salt, pepper, and water.

Pour the sauce mixture over the beans and stir to combine.

Cover the baking dish with foil and bake for 1 hour.

Remove the foil and bake for an additional 30 minutes, or until the beans are tender and the sauce has thickened.
