Finely chop the parsley, tomatoes, cucumber, green onions, and fresh mint.

In a separate bowl, whisk together the olive oil, lemon juice, salt, and black pepper.

Add the chopped vegetables, cooked bulgur wheat, and dressing to a large mixing bowl, and toss to combine.
