Heat olive oil in a large pot over medium heat. Add chopped onion, carrot, celery, and garlic. Cook until vegetables are softened, about 5 minutes.

Add lentils, barley, vegetable broth, tomato paste, bay leaf, thyme, salt, black pepper, and water to the pot. Bring to a boil.

Reduce heat to low, cover, and simmer for 30 minutes or until lentils and barley are tender.

Remove bay leaf and serve hot.
