  1. Rinse and drain the beans.
  2. In a large pot, heat some oil over medium heat. Add the onion, garlic, and red bell pepper, and cook until softened.
  3. Add the rice and cook for a few minutes, stirring occasionally.
  4. Add the drained beans, coconut milk, water, thyme, Scotch bonnet pepper, allspice, salt, and black pepper.
  5. Bring to a boil, then reduce the heat to low and cover the pot. Simmer for about 20-25 minutes, or until the rice is cooked and the liquid is absorbed.
  6. Remove from heat and let it rest for 10 minutes.
  7. Fluff the rice with a fork, remove the Scotch bonnet pepper, and garnish with chopped cilantro. Serve hot.
