Add diced onions and minced garlic. Sauté until onion becomes translucent.

Stir in diced tomatoes, red bell pepper, paprika powder, bay leaf, salt, and black pepper. Cook for 5 minutes.

Pour in white wine and water. Bring to a boil, then reduce heat and simmer for 15 minutes.

Remove bay leaves and transfer the mixture to a blender. Blend until smooth.

Return the sauce to the saucepan and simmer for another 5 minutes.
